Labor Training and Assistance
Alliance for Workforce Development (AFWD)
The Alliance for Workforce Development offers employee training and hiring assistance to businesses in addition to other support and training services like:
- Management and team sessions
- Human resource sessions
- Customer service sessions
- Internet-based learning
- On the job training
California Employment Training Panel (ETP)
Businesses that face out-of-state competition, or are expanding in or relocating to California may be eligible to offset the cost of job skills training for current and new employees through the California Employment Training Panel.

Butte College is home to The Training Place and the Small Business Development Center (SBDC) to help assist businesses and foster economic growth and prosperity in and around Butte County.

California Competes Tax Credit
The California Competes Tax Credit is awarded to companies looking to expand to, or stay and grow in California. Any sized business can complete for over $180 million available in tax credits.

Recycling Market Development Zone (RMDZ)

Pre-Application Review
The City offers pre-development and pre-application consultation to allow businesses and developers to meet with city staff prior to beginning a project. This pre-application review is intended to be a time saving process to benefit both the applicant and the City to ensure potential hurdles are addressed prior to full submittal. Fee Deferral Program
The City offers a fee deferral program allowing for the costs of specific City of Oroville impact fees to be deferred for 1 year from the issuance of the building permit or the date of final inspection of the building(s).
