Housing Element
The Housing Element is part of the City's General Plan that addresses housing needs conditions within the City of Oroville. It identifies goals, policies, and programs that the City uses to guide actions related to housing. California requires that all local governments (cities and counties) adequately plan to meet the housing needs of everyone in the community, and this is met through the adoption Housing Elements as part of their General Plan. Housing Elements are on “cycles” that are either 5 or 8 years apart, with Oroville on an 8-year cycle. The 2022-2030 Housing Element was approved as in full compliance on March 16, 2023, adopted by City Council on April 18, 2023, and received a letter of final review and approval by the California Department of Housing and Community Development (HCD) on May 3, 2023.

Housing Element Annual Reports
The City reports to the state annually on its progress in constructing affordable housing and implementing the policies of the Housing Element.
