Fee Schedule
The Master Fee Schedule contains those charges assessed at the time the application is filed with the City, or which may be assessed during the processing of an application. The fees listed in the Master Fee Schedule are intended to provide a general overview of costs the applicant may incur.
All permits are subject to an added 6% Technology Fee pursuant to Municipal Code Section 17.08.130

Planning Permit Applications & Forms
Below are fillable electronic permit applications. Please read each application form completely and be sure to provide the required documents. If the required documents (e.g. site plans, agent authorization, state license, etc.) are not included, the application will be considered incomplete. Application forms are also available from the public counter at City Hall, 1735 Montgomery Street.
- General Planning Division Application - The General Application is required to be submitted with each planning permit application and form in order for it to be considered a complete application. If the General Application is not included in your submission package, the application will be considered incomplete.
- Pre-Application / Development Review - A Pre-Application meeting is an optional, but a recommended service intended to provide the applicant with an opportunity to ask questions and receive helpful information from city staff prior to submitting a project. Some projects are required to submit for Pre-Application Development Review as outlined in Municipal Code (OMC) Chapter 17.52.
Popular Planning Permit Applications
- Home Occupations - A home occupation is an accessory, non-residential business activity conducted within a residence. All home-based businesses are required to complete a Home Occupation Permit Application and comply with the standards set forth in Section 17.16.040 of the Oroville Municipal Code. - Special Event / Street Closure - Organizers wishing to host a special event, such as a parade, festival, or run/walk, must complete a Special Event / Street Closure permit application at least 25 days in advance of the event. A Special Event Permit is typically required if the event occurs in city parks, plazas, or other public property, within the public right-of-way, or otherwise involves the closure of streets, sidewalks, alleys, or trails.
- Use Permit - A Use Permit is a discretionary permit that may be granted or denied by the Planning Commission under the provisions of the City’s Zoning Ordinance. A Use Permit is required for certain projects and activities that might have a distinct impact on the surroundings (OMC 17.48.010).
- Certificate of Occupancy and Business License Package - The Certificate of Occupancy and Business License Application are processed through the Building Division. The Planning Department checks for zoning clearance before returning the application to the Building Division. Click this link for more information regarding obtaining a certificate of occupancy.
Other Applications and Forms:
- Second Dwelling Unit - Also known as an accessory dwelling unit (ADU), granny or in-law unit, it is a smaller living unit. A second dwelling unit is an attached or detached residential dwelling unit which provides independent living facilities for one or more persons. The unit is located on the same property as the primary residence and is required to be smaller than the primary residence.
- Cottage Food Operations - Potential applicants for a Cottage Food Operation permit should familiarize themselves with the California Department of Public Health regulations and Butte County Public Health regulations, including registration and inspection of the cottage food operation prior to conducting business.

Alcoholic Beverage Sales Establishments
Alcoholic beverage sales establishments are required to submit a security plan in accordance with OMC 17.12.100 along with their Use Permit application.
